Highlights of draft NECP:
Transport
Germany plans to tackle emissions from the transport sector by increasing the share of renewables in transport mainly through e-mobility and renewable fuels. However, the plan lacks details on the type of feedstock used for advanced biofuels, and includes incentives to natural gas through tax incentives and road toll exemptions. Moreover, big transport emitters such as heavy-duty vehicles, shipping and aviation are largely omitted from the plan.
Agriculture
While the German draft NECP acknowledges the need to decrease GHG emissions from agriculture by 31-34% by 2030, no specific measures are set out to address the agricultural sector or land use link to agricultural activities.
Building
The German buildings sector has received political attention and commitment for a number of years. The draft NECP puts forward an objective to achieve an almost climate-neutral building stock by 2050. However, in order to reach this ambitious target, Germany should better quantify and operationalise the milestones for the long-term renovation strategy into specific elements that can be linked to financing instruments and the identification of investment needs.

Public participation
The final NECP has not been published yet.
The draft NECP was not opened for public consultation. In the finalisation of the plan, a public consultation was held between the 14th of June and the 2nd of August 2019.
It is unclear whether the final NECP will be discussed in a multilevel energy and climate dialogue.
No public consultation was done in the elaboration of the draft NECP. For the finalisation of the NECP, a public consultation was organised in the summer of 2019.
As the final NECP is not available yet, it is not clear to what extent the views of stakeholders were included in the final plan.
