Transport 

Portugal presents a double emissions reduction target for the transport sector - 53% by 2030 compared to 2005, based on planned policies, and 48% based on existing policies. The plan includes a 20% renewable target for transport, which is to be achieved mainly with renewable electricity, although no clear targets in terms of vehicle sales are set. A very positive aspect of the plan is that Portugal doesn’t foresee a role for gas in transport. There are no measures to address emissions from aviation, and the strategy for shipping focuses on LNG (liquified natural gas), which represents no climate benefits compared to petroleum-based fossil fuels.

Agriculture

The Portuguese draft NECP lacks specific greenhouse gas emission reduction targets for agriculture. Despite acknowledging the increase in GHG emissions due to an increase in intensive livestock production for the export market, Portugal foresees the “evolution in CAP in a similar manner to the current situation”. The plan includes policies such as the expansion of organic farming and the promotion of new technologies as a major solution to reduce GHG emissions but fails to effectively address intensive farming as a major cause of desertification, which in turn contributes to an increased risk of forest fires.

Building

The Portuguese draft NECP identifies the building stock as one requiring major efforts. However, the plan would profit from more details and ambition, especially with regard to the share of renewables in heating and cooling. Moreover, the long-term strategy for the renovation of the national stock of residential and non-residential buildings, both public and private, which is crucial for the decarbonisation of buildings has not been developed yet. The draft NECP identifies energy poverty as a key element of the national strategy for building renovation. This is of utmost urgency as Portugal is the 4th European country most affected by energy poverty.

The final plan is publicly available only in Portuguese. 

Timing

Several informal consultations in different formats were done in the finalization of the NECP, which took the form of thematic workshops, public presentations of the plan and a strategic environmental assessment procedure (June-October 2019). Furthermore, an official public consultation was held between May-June 2019.

Depth

The draft plan does not cater for multilevel dialogue. 

Method

The draft NECP was not subject to a public consultation before submission to the EU Commission. However, it should be noted that the draft NECP was subject to extensive stakeholder and citizen engagement throughout 2019, including targeted consultations with LRAs.

The final NECP includes a brief summary of the views of stakeholders and citizens, and how they were incorporated in the final plan.
