Creation and implementation of a congestion toll for vehicles to access the city centre of Milan. The idea is to promote alternative forms of transport such as walking, cycling and public transport to improve GHG emissions and air quality in the centre. It also promotes cleaner vehicles as these are exempted from the toll.
