Context

The National Energy and Climate Plans (NECPs) are a key pillar to deliver the EU’s energy and climate commitments by 2030. Member States are outlining with these plans their contribution to achieve the collective European energy and climate targets. In the past decade, the actions of Covenant of Mayors cities, towns and regions have been instrumental in supporting national and European energy and climate ambition. Cooperation across levels of government has become increasingly important to tackle the challenges faced today, and the Covenant of Mayors initiative has become an inspiration and a true blueprint for successful multi-level exchanges. By building on the knowledge, expertise and ambitious commitments of the Covenant community in the framework of multi-level dialogues, Member States can deliver on their NECPs and on European energy and climate objectives.

Objectives

The aim of the Covenant of Mayors Ceremony and European Climate Pact announcement event is to discuss the potential of aligning the planned measures and the impacts of the Covenant of Mayors’ action plans (SECAPs) with the NECPs, showcase existing good practices of multi-level cooperation in EU Member States, and inspire a closer involvement of local and regional authorities in the national planning process. The session will further provide an overview on the state of play of NECPs in the framework of the European Green Deal, and how the NECPs can act as a tool for effective implementation of this new flagship EU initiative.
